The Philippines sits in the western rim of the Pacific Ocean, a cyclone-prone area known as the Ring of Fire because of frequent earthquakes and volcanic activity. About eight or nine cyclones, on average, pass through the country annually, although considerably less powerful than Haiyan.

The day before the storm, Borromeo made a pit stop in Tacloban. He booked a room in a two-story apartment by the airport and settled down for the night. The storm made landfall in the province of Eastern Samar at 4:40 a.m. Two hours later, he sent a text message to Katrina, one of his six children, to assure her that he was equipped with a flashlight, and that he was fine.

"I am OK," he reassured her. "When I was a teenager, we experienced this a lot in Tacloban and Calbayog."

That was the last his family heard from him for four days.

When the storm cleared, relief workers and government officials trickled in to assess the damage. Reports put the death toll at 2,500, with at least 673,000 people left homeless.

Panic-stricken, the Borromeo children--some of whom are based in the U.S.--posted search notices and pleas for help across their social networks. They uploaded photos of their dad and deployed friends based in the Philippines to call hotlines and contact people on the ground. A CNN producer looking for stories saw some of their public posts on Facebook, and contacted the family for an interview. "Within minutes, I was on the phone with Anderson Cooper," said Borromeo's daughter Katsy Borromeo-Chiongbian, who lives in Arizona.

The publicity from the CNN interview allowed the family to quickly spread word about their missing father. Within hours, friends and strangers contacted her on Facebook to share information about the situation in Tacloban, although some turned out to be dead ends.

"We used the Google Person Finder, but a lot of people confused the database for missing people with the list of survivors. You cannot believe the grief the false alarms gave us."

Borromeo's sons also made several attempts to search for their father by foot, but the task proved impossible because of the post-disaster chaos that prevailed in the city. Ground transportation was difficult to come by, and desperate survivors resorted to looting shops and dead bodies.

So the long wait went on.

Unaware of his family's efforts to locate him, Borromeo tried to find his own way home. When Haiyan first made landfall in Tacloban, he stayed in his room feeling relatively calm until the typhoon's winds increased to 200 miles per hour, uprooting trees and flipping over cars. Then without warning, the hotel roof blew off, and Borromeo found himself at the mercy of the open sky.

"I was holding on for dear life with my right arm around a post of my hotel room, and used my left hand to cover my head with a pillow for any flying objects that could hit my head," he recalled.

Borromeo clung to the post for four hours, reciting prayers repeatedly until the ordeal was over.

After the storm, he surveyed the damage with other hotel guests before walking to a nearby church for shelter. "Four of their vehicles were floating in the bay, and there was a dead body hanging at the back of my room," he said. "We walked together toward the city and saw more bodies, cars, trucks and pieces of housing materials piled on top of each other."

Borromeo described the next four days as a humbling experience that made him more religious. "People had no shelter, food and water, but you would not hear them complaining about the material things they lost," he said. "They always thanked God they survived."

After living on just a can of tuna and a bottle of water for nearly three days, Borromeo wandered around the city, looking for food and transport. "Without knowing, I had somehow stopped at the door of the Montejos, our family friends," he said. "But there was still no way for us to communicate with our families. I imagined my family would assume I was among the casualties."

Rested and fed, he walked to the airport in the hope of taking a flight home and slept there for two nights. He had no idea that dozens of acquaintances and distant family friends went to the airport to keep an eye out for him, thanks to the constant alerts his family posted online.

"My friend got reports from other people who spotted my dad in the Tacloban airport," Katsy said. "There are so many people to thank. It's really a miracle, and honestly, I can't ask for anything more."

Image: Dondi Tawatao/Getty Images. To interact with the fans while they're listening to the song for the first time, it makes me happy. I like to see what my true fans are feeling. ... And I know this is a song that is from my heart, completely. It's a real moment for me, dahhhling."

What Does the New Song and Album Sound Like?

"The Art of Letting Go" is the title track from Carey's upcoming 14th studio album. It's a soaring ballad -- with lyrics most anyone will find relatable -- that shows off the hallmark range she's demonstrated since her first album arrived in 1990. Mashable got to listen to the song twice before Monday's Facebook premiere.

Carey says this song is about the "ability to let go of things, people, emotions, situations, anything that has bogged you down for a long time."

"I like to leave things very ambiguous so my fans can interpret the songs in the way that they choose to, and that's why I never really say, 'Well this happened to me," she says. "Sometimes it's a true story, every single word of the song, and maybe this one is, too, but you'll never know."

Rodney Jerkins produced the song, and Carey's new manager and longtime friend, Jermaine Dupri, chose to release "The Art of the Letting Go" as the next song because he says it has a message fans need to hear and take to heart. "They'll understand the direction of the album with this song," he hints, describing the ballad as "the 2014 version of 'Vision of Love.'"

Carey admits "it's certainly not an exact replica of 'Vision of Love,'" but she did say it has the similar starkness and not-overproduced feel of the demo of "Vision of Love."

"I really hope the fans like this, and I hope they're in a place where they can listen to the bottom end, the bass and the different parts of my voice," she says. "Sometimes when we just listen on our computers, you lose the low end of the record."

Carey wants fans to pay close attention to one particular part in the song.

"They have to listen very closely to the lyrics, especially the last two lines of the second verse," Carey notes.

"I would like to have people apply that to their lives in any way they see fit. And that's why I wrote it. It was an organic moment that happened to also be timely and very real. There couldn't be a more real moment in my life for that line on this actual day -- for reasons we won't get into. But to sum it up, it's about helping someone else get through their moment, while I'm getting through mine as the writer and the performer."

When asked whether she can give details for her upcoming album, Carey stayed mum.

"I can not. No, I mean, look. The problem is this: I really don't want to reveal things until I know the exact date for the album," Carey says.

Dupri, however, gave another slight hint, taking into account input on social media.

"I believe this record sets the tone for her fans, and I want them to understand that we pay attention to everything that they say and everything they send us online because the artists really care about the relationship with them," Dupri says.

Why Facebook? This Is Not 'To Avoid Radio'

Dupri, who previously teamed up with Carey on 2005's "We Belong Together," conceptualized the Facebook listening party, and as Carey's new manager since October, he quickly got her on board with the Facebook partnership.

"What we're doing is actually giving music directly to Facebook," Dupri tells Mashable by phone. "Most artists upload their music to Facebook using SoundCloud, YouTub and Vevo, but we are the first that are giving the music through the Facebook player."

Musicians such as Jay Z ("Holy Grail") and Bruno Mars (""Gorilla") have premiered music videos via Facebook's video feature, but Carey is debuting only audio.

He and Carey are excited to see the instant feedback from Facebook users, though, Dupri points out that this "exercise" isn't a ploy against traditional distribution routes.

"I don't want people to think this is to avoid radio or any regular outlet; this is an exercise to do something that none of those other outlets can do, basically," Dupri adds.

Carey agrees: "The global aspect and the immediate access and ability to interact with my fans during the song premiere are the main reasons we're doing this. The fact that Facebook is global, that is super important to me."

"The Art of Letting Go" will also be available on iTunes starting at 11 a.m. ET on Nov. 11.

Have something to add to this story? He'd eaten up the positivity in slogans such as "Aim high," "No one comes close," and, one that he now calls comically tragic, "presenting technology that lets you program your own destiny."

His first assignment was at Travis Air Force Base in Solano County, Calif., in 2005, where his job was to make sure pilots and higher-ups had the best intelligence available to make decisions that wouldn't endanger soldiers' lives, or put the U.S. government in an awkward position.

On his desk sat an old-school, 15-inch monitor connected to a computer running Windows XP. His email inbox had 50 megabytes of storage.

See also: The U.S. Army Is Building an 'Iron Man' Suit for Soldiers

"These are the tools I had to work with, and this was a challenge," Maday, who is now a geospatial product manager at Google, said on stage at the Defense Entrepreneurs Forum held in Chicago last October. "Right off the bat this just didn't seem to live up to the expectation."

That feeling was not uncommon to veterans who had gone into intelligence-gathering, data analysis, engineering or other tech-related fields in the armed forces. Though Maday and others said the leadership, time management and other skills they learned there were invaluable, they were nonetheless dismayed by how much military technology lagged behind what they were used to in the civilian world, then frustrated by how difficult it was to improve that technology even in small ways that would allow them to work more efficiently.

After a few years of service, Maday said, many leave the rigid confines of military life for the open and innovative environments of companies such as Google and Facebook.

Some problems are so basic that they affect every soldier, like the lack of storage space in everyone's email.

"They spend a big part of their week curating and culling their inbox," Maday told Mashable. "Even if it's only 20 minutes a day, that waste of productivity is really compounded in a bureaucracy as large as the Department of Defense."

Fixing a problem like that, Maday and others believe, should often be as simple as getting everyone to sign up for Gmail accounts, which have about 60 times more space than the average soldier's inbox. But it doesn't work that way.

"The system that launches nuclear weapons is literally going through the same accreditation process as someone who, I don't know, has discovered something that will help them manage Excel," Maday said.

Problems arise at all levels of that accreditation process, and they often begin with the rank of whoever suggested an innovation.

Though the Department of Defense did not respond to a request for comment, a recent article in National Defense Magazine featured Colonel Jennifer Buckner, the head of the Army's "premiere" cyber operations unit, talking about their "Google-like culture of innovation."

“Rank and position mean very, very little, but the skill sets that you bring to a mission will be rewarded, and you will be rewarded accordingly,” Buckner said, according to the article.

Although Maday's experience was with the Air Force, an unrelated branch of the U.S. military, that statement in no way matches up with what he saw while he was there.

He claims that when he was a captain in the armed forces, few people cared about his ideas. But then, a year later, when he had moved to Google, he suddenly found himself in meetings with high-ranking officers.

"I didn't become a different person in the 12 months between when I was on active duty and when I was at Google," Maday said. "When I wear jeans and a T-shirt and I'm at the Google campus riding some stupid little bike, then the general wants to know what I think."

Christopher Spitler, a technical program manager at Facebook who worked as an electrical engineer on a submarine in the Navy, also remembers how rare it was for high ranking officers to consider an idea offered by a junior soldier.

"The chain of command is less of a democracy and more of a dictatorship to support the democracy of the United States," he said.

If an idea is accepted, though, the process only becomes more complicated.

Former Air Force enlistee-turned startup cofounder Adam Simmons told Mashable that a lot of innovative ideas come from units on the ground, or soldiers who aren't yet high on the totem poll. Troops in Afghanistan may, for example, want a better way to crowdsource what people are saying around Kabul after someone has threatened the city.

But when they introduce that request, military officials write it up "almost how a bill in Congress gets made," he said. "No joke. It's similar to how that happens. That bill's not going to be made just about one item. They're going to package a whole bunch onto that one item."

The bill goes up the chain of command, sometimes taking years to come out the other end, a process that can impact the timeliness that is vital in software development.

At that point, the innovation might be irrelevant, and, because the military shifts the jobs of soldiers so frequently, the person who came up with the idea likely won't oversee its implementation. And, even if they do, Simmons said, the original idea would be unrecognizable because the contractors never talk to the innovator to determine what they need.

Maday and Simmons also claim the military has an aversion to using tools that already exist. A good example is Google Earth. Even though the two Air Force soldiers used that software to solve intelligence-gathering problems before, the military may want to build its own mapping software.

Now, if the soldier who had a great idea isn't already beyond frustrated, what often happens next may cause their disillusionment to evolve into rage.

Simmons believes that innovators in the military are rarely properly commended. He tells the story of working with a soldier who developed intelligence-gathering software that provided the military with better on-the-ground intelligence. The solider got the software approved and then stood by as the Air Force used it to great effect.

"When you're making almost nothing in the military [as an enlistee] and you don't even get recognition for something like that, and people above you get promoted from this, that's a big motivator," Simmons said.

A big motivator to leave, that is.

Simmons stayed an active duty officer for seven years before he determined that he could achieve more in the civilian world. Maday left as soon as his four-year contract was up, tired of waiting around to see the end result of ideas he'd had months ago.

"I don't think I realized how bad it was until I got out of the Air Force and started being exposed to different ways of doing business and sharing information in an organization," Maday said.

Spitler has also been struck by the vast differences in corporate culture between his two jobs.

"Facebook moves a lot faster," he said. "If I think something can be done a better way, or I have a better way to do it, you're more or less encouraged to do that."

Later, he added, "In the military... [you're] not encouraged to go off and do your own thing. And you may take 10 hours to do things, where if you had the opportunity to do it your own way it would only take two."

Of course, the veterans know the military's procedures are there for a reason. Measures that alter how the armed forces go about protecting the country need to be vetted by multiple people. But Spitler and others believe the Pentagon either needs a system that can fast-track some ideas, or a kind of cultural shake-up.

Google has been lauded in the past for allowing employees to spend 20% of their time on their own projects. And while Maday isn't suggesting the military adopt the same strategy, he believes a little chatter between innovative employees could go a long way. Gmail was conceived by two Google employees talking around a watercooler, after all.

Simmons decided his ideas could help more people if he worked on them from outside the Pentagon, where he was stationed last. He's since cofounded a startup called Chaotic Earth. The company name doubles as the name of an app that alerts users when something dangerous is happening around them, their family or their friends.

Maday wishes people such as his old colleague Simmons and himself, for that matter, didn't feel that the military stifled what they could accomplish.

"It's just frustrating to have so many people who want to do something and want to make a difference, and increasingly the way to do that is go outside the military industrial complex and make a big splash," he said.

Maday also believes there is no tangible solution in place for retaining tech talent or fostering an innovative environment at these institutions, a situation that only makes matters worse.

"It's going to take policy recommendations to our elected leaders," Maday said during his speech in Chicago. "And it's going to take probably a 'come-to-Jesus' moment with some of our senior leaders when they realize the way we're running this organization is just incompatible with current standards of technological use in an enterprise."

For example, Maday thinks it might be helpful to pay soldiers who know how to write different coding languages, the same way the military pays soldiers to learn real languages. The inspiration behind that idea being: If the Pentagon doesn't develop and reward talented coders, why would they want to work there? Maday also says a lack of incentive for coders means the military is not tapping into the talent they need and already have.

Changing the culture of any organization is a chore, and there are few, if any, places more by-the-book than the U.S. military. That procedural mindset, as Maday, Simmons and Spitler point out, is there for good reason.

But in this case, it has caused the U.S. military to inadvertently alienate a generation of talent that it will need to develop cyber defenses, efficiently gather intelligence and build pilot-less planes in the years to come.

The result is a military that has fallen behind its civilian tech sector, and it may be a while before it catches up.

Have something to add to this story? The Boston-based engineering team will consist of employees currently working remotely in Boston, as well as engineers the company recently hired. A Facebook spokesperson declined to comment on the number of employees that will work in the office.

See also: 10 Amazing Google Earth and Maps Discoveries

In a blog post announcing the new office, Facebook engineer and office site lead Ryan Mack said that while Facebook is particular about where the company chooses to drop anchor, Boston was, for the most part, a logical fit. "The tech community here is world-class, from the incredible academic institutions to the vibrant startup ecosystem to the bevy of global companies who have teams here," he wrote. "We are thrilled to have found a new home here and hope we can help the community continue to thrive."

Mack and a handful of other engineers had been working remotely from coffee shops, libraries, and at one point, even a basement in the city's Chinatown district. And those dollars aren't spent in vain, at least not for these four companies, each of which utilize mobile ad platforms to target their customers and expand their clientele. And with the arrival of Pinterest's Promoted Pins and Instagram Ads, small businesses will have more ways than ever to attract audiences.

See also: How Deep Links Could Revolutionize Mobile Advertising

Below, we outline how four businesses are using mobile advertising, and we discuss their effectiveness.

1. Rock/Creek -- Optimizing Holiday Sales via Twitter
Save 20% on @Patagonia #jackets & #clothing at our final #Patagonia #Sale of 2012! 4 days only: http://t.co/l8Y41BcM

— Rock/Creek (@RockCreek) November 16, 2012

20% off #PatagoniaSALE http://t.co/ZZzKB4K3 RT @rockcreek: Which Patagonia fleece jacket is best? http://t.co/r3S9CPI9

— Rock/Creek (@RockCreek) November 16, 2012

Rock/Creek, an outdoor gear and apparel company, was challenged with the task of standing out in the saturated holiday market -- particularly around Black Friday and Cyber Monday.

Rock/Creek decided to use Twitter's Promoted Accounts in the month leading up to the hectic holiday season to increase awareness and engage followers who were interested in their products. In addition to using Promoted Tweets with its existing fan base, Rock/Creek also targeted tweets to attract new followers likely to be interested in Rock/Creek's content.

For the mobile Twitter user, which is 60% of Twitter's user base, Rock/Creek implemented a sense of urgency in tweets about sales -- for instance, "4 days only" -- to provide a special offer that someone could act on immediately.

During their campaign, Rock/Creek increased their followers by 172% over the prior month, and Google Analytics demonstrated a 40% increase in sales. Check out this Case Study for more details.
2. Karaoke Heroes -- Getting Customers in the Door via Facebook

Karaoke Heroes, the only karaoke bar in the state of Connecticut and the only superhero karaoke bar in the U.S., needed to get word out about their opening back in 2012. Without a prominent storefront, the bar turned to Facebook Ads to reach its target audience.

"Facebook let us make the most out of our advertising dollar by making sure we only spent money on people we think are likely to be interested," said founder Andrew Lebwohl.

And the hyper-targeted ads, which alerted mobile users to events near them and allow them to find the bar despite the out-of-sight storefront, worked. When Karaoke Heroes opened, three-quarters of new customers said they had found out about the bar through Facebook advertising.

"As word of mouth has grown, that has dropped to about half, but the value hasn't changed -- Facebook ads bring bodies in our door," said Lebwohl. "From being deep in the red when we opened, we're now solidly and consistently in the black, and about 2/3 of that is from customers who found us through Facebook."

See also: Is Your Business Spending Too Much Time on Facebook?

3. Colombo & Hurd -- Improving Customer Service via Google AdWords

Florida law firm Colombo & Hurd wanted to get more people into its office for a consultation -- but with one caveat: They wanted to get calls when the office was actually open, so a lawyer would be available to screen potential clients. With an enhanced AdWords campaign, the firm was able to put together a new strategy in 30 minutes and increase mobile conversions by 3x.

Their Google AdWords strategy used dayparting to optimize its dollars during times when the office was open, which enabled more quality customers to make appointments. Since the firm's focus was mobile, the firm was able to add "Call Now" to ads appearing on mobile phones -- so an ad click turned into a phone call. This also helped them to quantify the value of their ads.
4. Just Salad -- Geotargeting via Foursquare

Just Salad, a salad chain in New York, Hong Kong and Singapore, is one of the first businesses using the new Foursquare ads, which lets businesses sponsor listings in the app's Explore tab. While the chain is in the early stages of its campaign and hasn't put much money into the ads yet, Just Salad Managing Partner Nick Kenner says "the price points to run campaigns are attractive to us -- we can test the platform or specific campaigns with a financial commitment that isn't cost-prohibitive." Because Foursquare Ads only charge a business when a customer takes an action after seeing the ad, you can better quantify ROI.

Since Foursquare is all about location, Kenner says the product helps Just Salad geotarget around certain outposts, a huge advantage over other marketing options. Because Foursquare Ads are relatively new, Kenner says it's too early to determine how effective the ads are, though his team tracks to how many check-ins the ads generate. He says Foursquare has been proactive in providing insights into the campaign's progress, including action rates and cost per action.

Just Salad does limited advertising, but it seems it's found a winner with Foursquare's model. "We also like how non-invasive the ads are in the app, as well," says Kenner.

Does your company use a mobile advertising platform we didn't mention?
